Damit dieser Frieden von Dauer ist, müssen Maßnahmen ergriffen werden, die Folgen des Krieges zu bewältigen und einen Zustand herzustellen, in dem alle Folgekonflikte friedlich bewältigt werden können.
Die folgenden Seiten werden ein Programm darstellen, das sich diesem challenge widmet. Wie können Menschen, die aktiv als Soldaten an diesem Krieg beteiligt waren, wieder Teil einer Zivilgesellschaft werden? Wie können Menschen die mit dem Krieg aufgewachsen sind, vielleicht durch ihren offered und die Plünderungen von ihm profitiert haben, ein erfülltes Leben außerhalb militärischer Hierarchie und Gewalt führen? Die Akteure der Entwicklungszusammenarbeit antworten mit einer Reihe von Maßnahmen, die unter dem Kürzel DDR zusammengefasst werden. DDR steht dabei für Disarmament, Demobilization und Reintegration und hat den Anspruch, nach dem Ende des Krieges die Soldaten zu entwaffnen und aus der militärischen Laufbahn in die Zivilgesellschaft zu reintegrieren, vielleicht sogar auch zum ersten mal zu integrieren. Dieses ehrgeizige Programm soll anhand der Folgen des angolanischen Bürgerkrieges vorgestellt werden. Dabei soll das theoretischen excellent mit der Realität verglichen und entstehende Probleme vorgestellt werden. Da DDR aber nicht nur in Angola sondern in einigen weiteren afrikanischen Ländern praktiziert wird, soll ein weiteres Land beispielhaft betrachtet werden und der Erfolg der Reintegration ehemaliger Soldaten in Angola anhand ausgewählter Aspekte verglichen werden. Seit 2004 finden auch in Burundi solche Maßnahmen statt. Inwiefern diese mit denen in Angola übereinstimmen und mit welchem Erfolg die Demobilisierung in Burundi geschieht, wird im zweiten Teil dieser Arbeit erörtert werden.
