heutigen Zeit, in der das deutsche Schulsystem ständiger Kritik ausgesetzt ist,

gefallen. Im Gegensatz zu Deutschland haben diese Staaten nach dem Zweiten Welt-
krieg eine umfassende Schulreform durchgeführt. In dieser Arbeit werden die struktu-
rellen Entwicklungen in der Reformierung der Schulsysteme in Norwegen, Schweden
und Finnland analysiert und mit der Bundesrepublik Deutschland verglichen.

Nach einer Einführung in die Vergleichenden Erziehungswissenschaften folgt eine deskriptive Darstellung von Ausgangssituation und Prozessverlauf der Schulreformen. Im Anschluss werden Rahmenbedingungen und Zieldiskussionen der Staaten verglichen
sowie an Hand verschiedener Determinanten deren Durchführung analysiert.
Als mögliche Erfolgskriterien werden die Harmonisierung von Staats- und Bildungszie-
len, die stability der Zentralisierung und Dezentralisierung, das Modell der ‚rollenden
Schulreform’, der Einfluss der Erziehungswissenschaften auf die Schulreform und die
Kontinuität der Bildungspolitik isoliert.

Um diese Thesen in Beziehung zur Gegenwart zu setzen und einen move herzustel-
len, entwickeln dazu am Ende der Arbeit Experten mögliche Perspektiven für Deutsch-
land.
